Whom to contact for online mobile recharge failure related issues?

 Few days back I recharged a BSNL Mobile phone from "Prepaid mobile recharge" option of ICICI Bank online website.

After making the payment, the payment status was displayed as "Success". And, I checked the payment details to make sure that I entered the Mobile phone number correctly and entered the valid recharge amount.

But, the Mobile phone was NOT recharged even after 4 days. Normally the mobile phone will be recharged within few minutes after making the successful payment. So, I thought of contacting someone to resolve this issue.  But I don't know whom to contact. Initially I thought of contacting ICICI bank customer care. Since the payment was successful, I thought it is NOT appropriate to contact them. The next choice will be BSNL Support.  But I was not having proof to show them about successful payment. Because, in ICICI bank payment the Biller name is specified as "Euronet Services India Pvt Ltd"

Finally I contact all three parties (ICICI Bank Customer care, BSNL Customer Care and EuroNet Services)

I sent email to Euronet Services (,

And, I registered a Service request by calling ICICI Bank Customer care at 044-42088000 (Chennai Customer care number). And, I was informed that it will be take around 5 days to resolve it.

Then, called the BSNL Help Line (1800-180-1503 ), and I was told that it will be resolved in 48 hours.

The next day I got reply from Euronet with below message
 "Below transaction got declined due to some network issue at operators end; your bank account will be reversed within 3 working days. In case of any further delay in reversal of your account please contact bank."
 And, the money was returned to my ICICI bank account.

I would like to know who is responsible for solving this kind of issues, whether it is BSNL, or ICICI Bank or the EURONET? You can share your thoughts thro' the comments.

I got the same problem yesterday, tried to top up my mobile number BSNL with Rs 55 to UP(East region) and it said payment succesful and money was withdrawn from my bank account, but till now there has been no credit to my account. ICICI bank should investigate and stop offering this money swindling service immediately

I have recharged someone else's no by mistake. How can I get that amount back either in my no. Or in account no. Or in my freecharch account.
